What is PESEL number?

PESEL (Powszechny Elektroniczny System Ewidencji Ludności) is the national identification number used in Poland. It is an 11-digit unique identifier assigned to every registered individual. The structure of the PESEL number is as follows:

- YYMMDD: The first six digits represent the individual's date of birth in the YYMMDD format (Year, Month, Day).
- PPPP: The next four digits signify the individual's unique serial number.
- K: The last digit is a checksum, which is calculated based on the other digits to ensure the PESEL's validity.

For example, a PESEL number might appear as YYMMDDPPPPK, where each component holds specific information about the person to whom it is assigned.
Having a PESEL number is now the primary means for regular employees to fulfill their tax obligations (to settle PIT-37).

It is advisable to register your address. However, if you specifically seek to obtain a PESEL number without registering your address, this can also be done. Having a foreign employee's PESEL number can facilitate the employer in maintaining documentation related to the income tax (PIT) and social security (ZUS) contributions for the foreigner's compensation.

What is PESEL UKR?

Every individual who arrived in Poland from Ukraine or through other countries due to the conflict since February 24, 2022, and falls into the following categories:

  • Holds Ukrainian citizenship,
  • Is the spouse of a Ukrainian citizen but doesn't hold Ukrainian or Polish citizenship,
  • Holds Ukrainian citizenship along with the Polish Card,
  • Is a family member of a Ukrainian citizen holding the Polish Card.

Note: Direct entry into Poland from Ukrainian territory is not a requirement for obtaining a PESEL number.

However, individuals holding Ukrainian citizenship are ineligible for a PESEL number if they hold:
  • A permanent residence permit,
  • A temporary residence permit,
  • A long-term resident permit of the European Union,
  • Refugee status,
  • Supplementary protection,
  • Humanitarian stay consent,
  • Tolerated stay.
  • Have submitted applications for international protection in Poland or if someone has submitted such an application on their behalf,
  • Have declared an intention to submit applications for international protection in Poland or if such declarations have been made concerning them.
